What Does the PPWR Mean in Practice?

The PPWR introduces a series of measures that companies must follow to make packaging more sustainable. The key guidelines include:

All Packaging Must Be Recyclable by 2030

By 2030, all packaging in the EU must be recyclable in an economically viable way. Additionally, plastic packaging must contain a minimum percentage of recycled material (post-consumer recycled content, PCR):

Food-contact packaging:
- PET as the main component: 30% (2030) > 50% (2040)
- Other plastics: 10% (2030) > 25% (2040)

Non-food-contact packaging:
- All plastics: 35% (2030) > 65% (2040)

Single-use plastic bottles:
- SUP bottles: 30% (2030) > 65% (2040)

Stricter Recycling Scores
Packaging will be assessed for recyclability and given a score from A to E. By 2030, all packaging must have a score of A, B, or C. By 2038, only scores A or B will be allowed.
This means companies must redesign and optimise their packaging.

Transparent Labelling

  • All deposit return system (DRS) packaging must have a clear label/logo to facilitate recycling.
  • A QR code or label on the packaging must provide consumers with information about reusability and recycling options.

Reduction of Packaging Waste
EU member states must gradually reduce packaging waste:

- 2030: -5%
- 2035: -10%
- 2040: -15%

Ban on Certain Plastic Packaging
From 2030, certain plastic packaging will be banned, including:

  • Plastic cups and containers for food and drinks
  • Individual sachets for sauces and preserved foods

More Efficient Use of Packaging Space
From 2030, packaging must contain no more than 50% excess space, encouraging businesses to develop more efficient packaging solutions.

Restrictions on Harmful Substances

  • Materials must contain no more than 100 mg/kg of lead, cadmium, mercury, or hexavalent chromium.
  • PFAS in food packaging will be completely banned.
